### Outcomes and retry budget

Waiting is unmetered and exempt from request rate limits, but received-message quota and concurrent-wait limits still apply. Use a 60-second wait within a fixed total test budget. After timeout, inspect the hint and non-matching count. Reissue only while time remains; do not turn the wait into endless polling. Code values are ranked candidates, not proof of which code your app expects.
